The National Credit Union Administration (NCUA) announced on September 30, 2025, that it has issued five prohibition orders against former credit union employees. Four of these were consent-based and one was conviction-based. These individuals are now permanently barred from participating in the affairs of any federally insured depository institution.
LaMarcus Tinker, a former employee of American United Federal Credit Union in West Jordan, Utah, was convicted and sentenced for three counts related to the unlawful acquisition, possession, or transfer of a financial transaction card in Salt Lake County, Utah.
Jessica Koch, Tammy Kirkpatrick, and Donna Bland—all formerly employed by Modern Employees Federal Credit Union in Owensboro, Kentucky—each agreed to prohibition orders and to comply with all terms to resolve claims brought by the NCUA Board. Jennifer Head, a former employee of MSD Federal Credit Union in Louisville, Kentucky, also agreed to a prohibition order under similar terms.
An Order of Prohibition prevents an individual from ever working for a federally insured depository institution.
The NCUA sometimes issues other administrative orders when it determines that a credit union or its affiliates have violated laws or regulations, breached fiduciary duties, or engaged in unsafe practices. The most common types of orders include Orders to Cease and Desist (requiring certain actions or restitution), Orders of Prohibition (barring future employment at federally insured institutions), and Orders Assessing Civil Money Penalties (imposing financial penalties).

The NCUA is an independent federal agency established by Congress to regulate and supervise federal credit unions. It manages the National Credit Union Share Insurance Fund which insures deposits for more than 143 million account holders across federal and most state-chartered credit unions.
