Federal Reserve System CISO Tammy Hornsby-Fink wins second national ORBIE award

On August 14, Tammy Hornsby-Fink, Chief Information Security Officer (CISO) for the Federal Reserve System, received the 2025 National ORBIE award in the CISO Large Enterprise category. This marks her second ORBIE recognition, following her receipt of the 2024 CapitalCIO ORBIE in the CISO Public Sector Category.

"I am truly honored to be recognized with a second ORBIE,” Hornsby-Fink said. “This award once again is a testament to the efforts of our exceptional team and our shared commitment to the Fed’s important public service mission. I am fortunate to be their leader and work with them each day.”

Hornsby-Fink leads a national team of over 300 security professionals responsible for information security strategy, policy development, incident response, threat intelligence, forensics, business continuity, enterprise risk management, and finance within the Federal Reserve System.

Federal Reserve System CIO Ghada Ijam commented on Hornsby-Fink's achievement: "Tammy's understanding of our security and technology infrastructure, coupled with her grasp of the Federal Reserve's business operations, is unparalleled—as is her ability to connect with and inspire high performing teams. With a career that began in the Air Force supporting Department of Defense communications and computer systems, Hornsby-Fink later co-founded an IT consulting firm before joining the Federal Reserve in 2003. She became System CISO in 2019 and is currently the longest-serving member of its national technology leadership team.

In addition to her professional responsibilities, Hornsby-Fink has served as a board member for United Way of Greater Richmond and Petersburg and participates in various initiatives at the Federal Reserve focused on employee engagement and talent development.

The ORBIE Awards have recognized technology executives for more than 25 years. Winners are chosen through an independent peer review process based on leadership effectiveness, industry engagement, community involvement, and impact on business value.
