The University of California Board of Regents has announced the appointment of James B. Milliken as the 22nd president of the UC system, a move approved today. Milliken brings a wealth of experience having previously served as the chancellor of the University of Texas (UT) system since 2018 and holding leadership positions at The City University of New York (CUNY), the University of Nebraska, and the University of North Carolina.
Milliken expressed his gratitude for his new role, highlighting the importance of UC’s education, research, health care, and public service. “The University of California is universally regarded as the preeminent public research university in the world, and I am deeply honored to have an opportunity to join the many talented faculty, staff, and campus leaders in their vital work."
Carmen Chu, UC regent and chair of the Special Committee that selected Milliken, pointed to his commitment to public education. “In Chancellor Milliken we found common ground in support of a leader who will serve with integrity, openness and a deep commitment to the promise of public education."
At UT, Milliken gained recognition for initiatives such as covering tuition and fees for qualifying students from families with incomes under $100,000 and achieving enrollment records and significant research expenditures. His time at CUNY and Nebraska also included substantial contributions, such as improving graduation rates and launching notable programs.
UC Berkeley Chancellor Rich Lyons endorsed Milliken’s appointment, citing his expertise as timely and beneficial. “James clearly has a wealth of valuable experience and expertise which will serve us well during a time of challenge and change.”
Further backing came from Janet Reilly, chair of the UC Board of Regents, who emphasized that Milliken’s experience aligns with the current needs of the university. "Chancellor Milliken embodies the qualities and leadership experiences the University of California community needs at this moment."
Milliken’s professional journey is marked by honors such as the Distinguished Nebraskan Award and roles in national educational bodies. He will officially become UC President on August 1, 2025, with an annual salary of $1,475,000, succeeding President Michael V. Drake.
“Chancellor Milliken’s strong track record of collaborative leadership, his ability to listen, and his talent for building consensus serve him well as we enter a time of great change in higher education,” said Steven W. Cheung, chair of the Faculty Academic Senate.
The announcement follows a comprehensive search process that began in November 2024 and included input from diverse stakeholders. Student Regent Josiah Beharry also expressed confidence in Milliken’s ability to drive the UC system forward, noting his understanding of equity and education’s transformative power.
James Milliken, 68, residing with his wife Nana Smith, is set to lead UC’s nearly 300,000 students and its multi-billion-dollar economic and educational contributions.
