The U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) has taken action against individuals and entities linked to Republika Srpska President Milorad Dodik, aiming to disrupt a network that allegedly facilitates his financial operations and evades sanctions. This move includes the designation of three individuals and four entities in Bosnia and Herzegovina, connected to Dodik’s financial dealings.
According to the Treasury, Dodik has used his position to amass wealth through businesses associated with him and his son, Igor Dodik. "Dodik and his family continue to rely on trusted associates to obfuscate their involvement in new business ventures," stated Acting Under Secretary of the Treasury for Terrorism and Financial Intelligence Bradley T. Smith.
The actions target efforts by the Dodik family to conceal control over entities by altering management structures. These designations build upon previous measures aimed at exposing attempts to circumvent U.S. sanctions.
OFAC is focusing on Nimbus Innovations d.o.o., Best Service d.o.o., Zelena Jabuka d.o.o., Vorto d.o.o., as well as individuals like Aleksandar Dobric, Mirko Dobric, Vlatko Vukotic, and BiH politician Stasa Kosarac. Each entity or individual is alleged to have played roles in supporting or facilitating activities benefiting Dodik or his network.
Stasa Kosarac is highlighted as a key enabler within BiH’s political framework who allegedly misused his official roles for Dodik's benefit, including influencing state budgets and appointments.
Additionally, OFAC designated Viktor Pavlovich Perevalov under E.O. 14024 for operating in Russia's construction sector.
The implications of these sanctions mean all assets belonging to the designated parties within U.S. jurisdiction are blocked, prohibiting any transactions involving them unless authorized by OFAC.
The Treasury emphasized that the aim of these sanctions is not punitive but rather intended to prompt behavioral changes among those sanctioned. Information on seeking removal from an OFAC list can be found through their official channels.
