Federal Reserve Bank of Minneapolis' new Associate Vice President brings knowledge and trusted guidance, CDE VP says

Federal Reserve Bank of Minneapolis' new associate vice president of policy brings "civic-focused policy experience" that will help lower income in the U.S. West and Midwest, a senior vice president said in a news release.

Hue Nguyen became an associate vice president of policy on Thursday, July 13, according to a Federal Reserve Bank of Minneapolis issued the same day.

"Hue's civic-focused policy experience and Libby's knowledge and trusted guidance will further ground the Minneapolis Fed's work serving the Ninth District's low- and moderate-income communities," said Alene Tchourumoff, senior vice president of Community Development and Engagement (CDE) said in the news release. "I know the CDE team is excited to include their perspectives in our research and policy work."

The news release also announced that Libby Starling will advance to the position of senior community development adviser. Nguyen and Starling are employed by the Center for Indian Country Development, part of Federal Reserve Bank of Minneapolis' CDE department.

The Federal Reserve's Ninth District stretches across Minnesota, Montana, the Dakotas, 26 northwestern Wisconsin counties and Michigan's Upper Peninsula of Michigan.

Nguyen is expected to advance efforts to identify and create legislative responses to problems affecting tribal nations and low- and moderate-income areas, according to the news release. She presently works for Target Corporation as the director of government affairs. She formerly held positions in the state of Minnesota's administrative and legislative branches, where she obtained substantial experience in policy and working with various communities around the state. Nguyen graduated from the University of Minnesota with a bachelor's degree in political science.

Starling is expected to improve the Bank's grasp of housing affordability by concentrating on efficient housing policies and procedures. Prior to joining the Fed in 2019, she served as the Metropolitan Council's deputy director of the Community Development Division, where among other things, she oversaw the creation of the organization's 2040 Housing Policy Plan. Libby graduated with a Master of Planning from the University of Minnesota's Humphrey School of Public Affairs. 

"Housing affordability is one of the biggest problems low- and moderate-income families in our area face, and the Minneapolis Fed's capabilities in applied research, data exploration, and policy analysis can help. I feel incredibly pleased to have the chance to lead this effort in my new position." Starling said in the news release.

The Federal Reserve Bank of Minneapolis is one of the 12 regional Reserve Banks that make up the Federal Reserve System, the country's central bank, along with the Board of Governors in Washington, D.C. The Federal Reserve Bank of Minneapolis takes part in determining monetary policy at the federal level, regulates a large number of banking institutions, and offers a range of payment services to financial institutions and the federal government of the United States.
