The National Credit Union Administration (NCUA) has issued four consent orders and two prohibition notices in March 2025. These actions prevent six individuals from participating in the affairs of any federally insured depository institution, according to the agency’s announcement from Alexandria, Virginia.

The individuals subject to consent prohibition orders include Lindsay Risinger, formerly of Barton Plan Employees Federal Credit Union in Luling, Louisiana; Stephen Hopkins, formerly of HealthPlus Federal Credit Union in Jackson, Mississippi; Edward Nurse, formerly of Park Side Financial Credit Union in Whitefish, Montana; and Nadaje Hendrix, formerly of Hanscom Federal Credit Union in Middlesex, Massachusetts. The prohibition notices include Jovan Eric Bell and Jalen Craig McMillan, both former employees of Navy Federal Credit Union in Vienna, Virginia.

The NCUA occasionally issues administrative orders under Section 206 of the Federal Credit Union Act. This occurs when individuals or credit unions violate regulations, breach fiduciary duties, or engage in unsafe practices.

Among the NCUA’s common orders are the Order to Cease and Desist, Order of Prohibition, and Order Assessing Civil Money Penalties, each serving different regulatory functions.

Enforcement orders and notices can be accessed via the NCUA’s Administrative Orders webpage, which also links to actions from other federal banking agencies. The public can also request these documents by mail from the NCUA’s office in Alexandria, Virginia.

The NCUA is a federal agency established to regulate and supervise federal credit unions, operating with the full backing of the U.S. government. It manages the National Credit Union Share Insurance Fund and provides deposit insurance to account holders in both federal and state-chartered credit unions while promoting consumer protection and financial literacy.

Inquiries can be directed to Joe Adamoli at the NCUA.
