IBM has been chosen to support the Missile Defense Agency’s Scalable Homeland Innovative Enterprise Layered Defense (SHIELD) program. The contract is structured as an indefinite-delivery/indefinite-quantity (IDIQ) agreement and has a ceiling of $151 billion. It covers a wide range of work areas designed to quickly deliver new capabilities to military personnel with greater speed and flexibility.

IBM has a long history of working with the U.S. federal government, providing technology solutions aimed at improving mission outcomes while maintaining security standards. According to IBM, “Today, IBM is helping agencies operationalize AI to improve efficiency, productivity, and decision-making across missions.” The company notes that in the defense sector, it leverages its experience and ongoing investment in advanced technologies such as AI-enabled sensing. These efforts are intended to deliver solutions that include governance, interoperability, and high-level security.

IBM’s involvement in the SHIELD program aims to provide the Missile Defense Agency with tools for faster deployment of modern capabilities, protection of sensitive information, and reinforcement of national defense systems.
